Member of Parliament Mr. Bishnu Pada Ray has written to the Hon’ble Lt. Governor of Andaman and Nicobar Islands, elevating severe considerations over the continued appointment of non-technical officers to move important departments corresponding to Agriculture & Fisheries within the Union Territory.
In his communication, the MP highlighted that these departments, which play a pivotal position in supporting rural and island livelihoods, are at the moment being overseen by DANICS officers holding further cost. While acknowledging the executive capabilities of such officers, he strongly identified that they lack the technical and subject-specific experience important for knowledgeable policy-making, scientific planning, and sustained sectoral improvement.
“These departments are the backbone of rural and island livelihoods. Without subject experts at the helm, the growth and functional efficiency of these sectors have stagnated, directly affecting farmers, fishermen, and livestock owners across the Islands,” the MP acknowledged.
Calling for fast corrective measures, Mr. Ray has proposed two key options:
1 Promotion of eligible technical officers from throughout the respective departments as per the present Recruitment Rules (RRs).
2 Deputation of certified topic specialists from different state governments or related central departments.
Until these posts are crammed by certified professionals regularly, the MP has urged the Administration to at the least assign cost to technically competent senior officers already serving throughout the departments, moderately than persevering with the observe of entrusting these important roles to non-technical personnel.
